(How) Can I partition my hardrive into ‘required’ and ‘added’ software (oh, and a backup drive)?

Should every backup software be able to backup hard drive/computer so it can be restored? Or only a few types?

What is necessarry so that if my computer crashes i can restore back to the same exact thing (files and everything) and should every and/or all and/or most backup softwares (whether free or not) be able to do this????
